New law to set up mega dept. for development
The Samurdhi Authority, the Southern Development Authority and the Udarata Development Authority will be amalgamated to form the Department of Devineguma Development, under the provisions of the Divineguma Bill which is expected to be adopted by Parliament next month.
The Devineguma Bill was presented to Parliament on August 10 by the Government and is intended to mobilise people into a national development process at community level. The department will function under the Ministry of Economic Development.
The poverty alleviation programmes of the Samurdhi Development Authority Act and developmental activities of the Southern and Udarata Authorities will be carried out by the new department to be established under this bill.
While all movable and immovable properties belonging to these authorities will become the property of the government, staff members will also be absorbed into the Divineguma Development Department. Those who opt for voluntary retirement will be able to retire under a scheme to be prescribed once the new bill comes into effect.
All Samurdhi banking societies and federations that are now in operation will become Divineguma community based banks and banking societies.
Those who are at present recipients of the welfare benefits of the Samurdhi Authority will be eligible to apply for the receipt of and continuation of benefits they receive under the provisions of the bill.
