Divineguma ‘urgent’ Bill in Parliament on Wednesday
View(s):The government will go ahead with the Divineguma Bill as an item of “urgent business” in Parliament on Wednesday (October 10).
Government parliamentarians have been told that their presence in Parliament would be essential on that day. A day ahead, on Tuesday, President Rajapaksa is to address members of the Government parliamentary group. Among other matters he is to brief them on the on-going cold war between the Executive and the Judiciary.
On the same day, Speaker Chamal Rajapaksa is to make a statement in Parliament on matters related to the Legislature and the Judiciary. The move to pass the Divineguma Bill on Wednesday comes in the backdrop of a determination pending before the Supreme Court. This is over the constitutional validity of the Bill being approved by the Northern Province Governor G.A. Chandrasiri, in the absence of an elected council.
This week, Mavai Senathirajah MP, who is Secretary of the Tamil National Alliance went to the Court of Appeal to seek to prohibit Governor Chandrasiri from expressing his views on the Divineguma Bill on behalf of the Northern Provincial Council.
The Court referred the petition to the Supreme Court for its interpretation or determination.
Economic Development Minister Basil Rajapaksa, who will move the Bill in Parliament on Wednesday is also expected to make a statement. It will be to confirm that all Provincial Councils have approved the Bill and hence the Government has complied with the order of the Supreme Court.
