An allocation of Rs.14 million for the re-construction of the Kottukachchiya bridge in Puttalam.  However, despite the allocation of these funds, the incomplete bridge has become a menace to residents -especially to students who have no other route to get to their destination.

Residents complain a majority of students suffer from respiratory illnesses due to huge clouds of dust raised by vehicles using the alternate gravel bridge as well as from construction of the bridge in progress.

They add the uniforms and shoes worn by students on their way to and from school are stained with dust on their return.
The Ministry of Ports and Highways along with the Road Development Authority in 2011 allocated a sum of Rs. 14 million for the re-construction of the bridge to a private construction firm.

The deadline for completion of work was August 2012.R. Nandasena, the owner of a shop near the bridge said since work on the bridge commenced, people were forced to pass through clouds of dust.

He suggested the construction firm should be instructed to spray water, to reduce the quantities of dust.
