Pointblank demand for bribes
I am witness to corrupt practices at the Dehiwala/Mt. Lavinia Municipal Council.
A prospective buyer for my house wanted certain documents, which I had to obtain from the Dehiwala-Mount Lavinia Municipal (DMMC). On visiting the DMMC, I was told that I would have to apply for these documents, which I did, paying all the necessary charges. I was then asked to furnish documents that I did not possess. I had bought my house on an outright purchase.
Then the trouble started.
I was asked to meet an officer who pointblank said I would not get these certificates unless I paid a substantial bribe to the four officers concerned.
From there, I was sent to another department to request a search for my file from a record room, only to be told that this file was way over the time limit for keeping records. I was then told to pay another “fat purse” to have the matter sorted out. I had no option but to comply.
I was further harassed by being asked to call at the DMMC on several occasions. Each time I had to treat staff to cigarettes, tea and even breakfast.
You can see the disgust on the faces of the people who go to the DMMC to have their property matters sorted out.
Corruption is rampant in this office.
