An Act to monitor, regulate non-State Varsities

An Act is to be passed soon to regulate and monitor non-State universities, said Higher Education Ministry Secretary Dr Sunil Jayantha Navaratne.

Under the Act, authorities will look into the quality assurance, accreditation and qualification of these universities, to ensure that they have quality degree programmes for the students, he said.

The Act is to be passed by the Higher Education Ministry by following discussions and approval of the Opposition parties and the public.

Earlier, the ministry attempted to pass the Act, but as the Opposition parties opposed the establishment of private universities, they failed.

Through the proposed Act, the ministry will have an institutional and academic review, to monitor the sustainability, financial viability and management transparency, the lecture methods, quality of evaluation and qualification of lecturers.
At present, non-State universities are registered as Board of Investment (BOI) companies. On implementing this Act, these institutions will be registered under the Higher Education Ministry.

However, Opposition parties, faculties and students groups are against the private education system, because these universities will devalue the Degree and the Education standard of the country, while tarnishing the free education system.

Issues pertaining to private universities first began when Minister S.B. Dissanayake, announced that the highest priority of the ministry is to permit private university education and foreign universities to operate here.
