The Department of Motor Traffic (DMT) now operates what is called a “whole -of – Government” service counter to make it easy for vehicle owners to register their vehicles, obtain revenue licences, buy insurance cover and carry out vehicle emission tests, Commissioner General of Motor Traffic S. H. Harischandra said.

The aim is to implement a one-stop shop concept for the convenient of vehicle owners through a computer net work connecting the department and the provincial departments of motor traffic, he added.

The officers manning this counter use the e-revenue license system which is connected to data bases of both departments of motor traffic offices at Narahenpita and Maligawatta.

It is connected to the data bases of nine insurance companies and two vehicle emission testing companies.

Since the system is connected to 40 divisional secretariats in the western province, the vehicle owners can go to any of the secretariats and get the revenue license.

Vehicle owner with Internet and a mobile phone facility can go to Country Portal or to the mobile portal to get e-revenue license, he revealed.

The Motor Traffic Act which is implemented by the DMT makes it necessary for every vehicle owner to obtain a revenue license for driving their vehicles on Sri Lanka roads.

However the responsibility in issuing the license and collecting the tax has been delegated to provincial motor traffic departments under the 13th Amendment to the Constitution.

But the registration of motor vehicles is also a responsibility of the DMT of the central government.

If a person buys a vehicle (as in many cases, a second hand vehicle), it is essential to transfer the ownership of the vehicle from the DMT at the centre and get the revenue license from the provincial department of motor traffic. “If you are living in Colombo you have to go to the DMT office in Narahenpita to get the ownership transferred and the Provincial DMT Office in Maligawatta to get the revenue license,” the Commissioner General said
“Also before applying for the revenue license you need to buy a vehicle insurance cover and carry out the vehicle emission test,” he added.

However now vehicle owners do not need to go to Maligawatta as a “Whole-of-Government” service counter is available at the DMT at Narahenpita.

“Whole-of Government denotes public service agencies working across portfolio boundaries to achieve a shared goal and an integrated government response to particular issues. Approaches can be formal and informal. They can focus on policy development, programme management and service delivery,” Mr. Harischandra explained.
