Human Resources (HR) in organisations, according to surveys, are not doing enough for the growth of the organisation and that is why many organizations view HR not as a strategic partner.

This was stated by Ernesto Espinosa, President, Asia Pacific Federation of Human Resources Management (APFHRM) when he addressed the opening sessions of the National HR Conference 2013 at the Water’s Edge, last week.

He told the large number of HR professionals gathered there that the reason why HR is not considered a strategic partner is because HR is preoccupied with things like picnic planning, etc and not truly strategic.

Quoting global management specialist Jack Welsh, Mr. Espinosa said that if the rate of change inside the organisation is not greater than the rate of change outside then it indicates that the end is near. People are growing old and those who are expected to retire still work in certain organisation, he said giving statistics of ages of working people in countries by 2015. He said that in selected countries in Asia Pacific countries over 50 per cent of the population would be 50 years by 2015 indicting that there would be dearth of personnel.

He said that HR is considered to be costly and it seems to be very bureaucratic and unresponsive and interferes with the operations of organisations with so many programmes and so many interventions and most of all they do not know the business.

He said that HR professionals should help the growth of the business in the organisation and urged to focus on their customers and do very best for the customers. He said they would have to be familiar with not only what is going on internally, but also externally.
Mr. Espinosa said “We should grasp good HR practices. We must ensure in professionalism because HR at the end is the social conscious of the organization. We are the role model and we should be a good example to others”.

Dr Sarath Amunugama, Minister of International Monetary Cooperation and Deputy Minister of Finance and Planning, speaking as Chief Guest said that Sri Lanka is fast growing and advancing the country’s physical infrastructure and human infrastructure.

He said that during the last several years the average growth rate was 6 per cent and in the previous years it was 8 – 8.4 per cent. This year they would expect it to be 8.5 per cent. In the years to come, he said, the growth rate would reach double digit.
