The Education Ministry, with Cabinet approval, has taken steps to alter the marking scheme for Ordinary Level (O/L) English Language.
Under the new changes, the ministry has decided to allocate 20% for listening and speaking. It was thus decided because students who study English in schools, despite being able to read and write, were not very enthusiastic to speak the language.

“Through this alteration, we intend encouraging students to come forward and speak in English without fear. Our students are good in English, but are hesitant to speak. We believe that, now, they will be less hesitant,” Education Ministry sources said. They further said that the new system will commence from the 2015 O/L exam, while later, the marks for speaking and listening will gradually increase.
