Passing of Moratuwa MC budget challenged
Both opposition and ruling party members of the Moratuwa Municipal Council have complained to the Municipal Secretary and Deputy Commissioner that the 2014 budget of the Council had been passed in a fraudulent manner.
MC members charged the budget debate took place on Friday with Mayor Saman Lal Fernando chairing the debate. They claim that during the lunch break, members of the governing party had on the sly commenced voting on the budget in the absence of those who had planned to vote against it.
Subsequently, the Mayor had declared the budget passed.
Members who were at lunch rushed into the council hall when they heard the lighting of crackers and were told that the budget had been passed in their absence, and that the Mayor had left the council.
Deputy Commissioner S. Angammana said 11 ruling party members had voted for it and eight opposition members abstained and said the budget had therefore been passed.
However, when opposition and government members who were to vote against the budget demanded to know the names of the members who voted for the budget, the Deputy Commissioner had refused to name them.
