Councillor claims loss to KMC by irregular transfer of market stall
Kandy Municipal Councillor K.A.Ananda Santha Kumar has complained to the Auditor General in Colombo that he should investigate the loss of revenue to the Council by a decision taken by the Municipal Commissioner who has reported that a stall in the Kandy Central Market should be taken over by the Council and given out on tender.
The Councillor points out that a stall in the Central Market cannot be leased out or sold to anyone by a stall holder. If this provision has been violated, the Council should take over the stall and call or tenders under normal procedure. This provision has been violated according to Mr. Santha Kumar and the Council has approved to give the stall to the daughter of the present stall holder.
According to the Councillor stall 119 has been leased to one Richard Rajapakse on a legal lease agreement. Subsequently Mr. Rajapakse has sold the stall to one L.B.Ratnayake, in violation of the provisions of the Local Government Commissioner’s circular.
The Councillor also alleges that there was a sub-committee which inquired into the question of the Central Market stalls and found a number of other violations of the provisions of the Council and Local Government regulations.
The Councillor also complains that the Council Secretary’s department has not acted responsibly when a decision was taken by the Finance Committee in this regard.
Councillor Santha Kumar points out action should be taken against all officers concerned and the Council decision should be stayed.
