Release Public Service Minute 2015 to avoid irregularities: SLEAS Union to Edu.Ministry
View(s):Sri Lanka Education Administrative Service (SLEAS) Union requests the Education Ministry to release the new Public Service Minute (PSM) – 2015, to avoid discrepancies in the appointments and transfers of its officers.
SLEAS Convenor, M.L.M. Mukthar said that the absence of the revised PSM 2015 is causing much confusion in the transfers and appointments of SLEAS officers. He said that the new PSM for the other 8 parallel services including Sri Lanka Administrative Service, Sri Lanka Planning Service, Sri Lanka Accountant Service, Sri Lanka Medical Service and Sri Lanka Engineering Service have already been received.
Mr Mukthar said it is a guide last revised in 2002, and its absence has resulted in the appointment of the Eastern Province Zonal Director, from the special cadre grade, while others more eligible, such as Class1 & II officers have been discriminated. “This is incorrect,” he said.
Mr Mukthar explained that the situation has risen because many politically victimised persons in service being absorbed into the SLEAS. According to him, there were around 300 politically victimised officers who have been recommended by the Political Victimisation Committee to be absorbed into the SLEAS cadre as a compensatory move. He suspected the Public Administration Ministry of withholding the new PSM due to the absorption of these people.
He said that, however, they are not eligible for promotions or confirmation in their post, and this may have created confusion within the Education Ministry which is responsible to revise the PSM.
It is learnt that, in keeping with a Supreme Court order, the post of Zonal Director can be filled only by SLEAS officers working in that particular station, while officers from other stations cannot be imported. “This is discrimination,” he said.
