Sweeping public sector reforms coming
View(s):President Maithripala Sirisena has appointed a 23-member National Salaries and Cadre Commission to advise and assist the Government formulate and implement a National Wage Policy, and increase efficiency and productivity in the public sector.
It is empowered to conduct cadre assessments and review all remuneration structures, including salaries and wages to facilitate due fulfillment of manpower needs within the public and private sectors as a whole.
The Commission has been directed to review the currently sanctioned staff for each institution in the public sector, including Provincial Councils, and propose an optimal staff for each such institution, and recommend proposals for a fundamental change in the current management systems and the administrative ethos in the public service, in such a way as to facilitate the achievement of set objectives and evaluation of performance to enhance productivity of the public service.
It has been authorised to formulate innovative schemes to determine and adjust salaries, wages, annual bonus, other incentives (such as new productivity, circle allowance) of the public service in keeping with the current accelerated Economic Development Programme which is based on the concept of good governance.
The Commission will also deal with the question of pensions by making recommendations regarding the methodology to be adopted in the payment or revision of pensions, consequent to salary increases effected in the public sector from time to time.
