The Dutch did not have any hope of recovering their dues from the king.
But they had no intention of releasing the lands they had captured. This is clear from what they had written. The land they mean starts from Weligampitiya and stretched as far as the coast of Madampe.

Bentota, Pitigala, Mapalagama, Akuressa, Hakmana and Matara are all places of importance. This entire land was ruled by the Governor of Galle. The civil and judicial powers were vested with a Dutch Government Agent and a Captain of the Korale of Galle.


From there, it extends another six gawwa’s
(a unit of distance) inland as far as the Negombo area in the Seven Korales.
The demarcation of the district of Matara – includes the land inland from Alutgama to Walawe, a distance of about 12 miles.
Within this Matara district is included a number of places of significance security wise.

In addition, there were others to whom, power was transferred. Alutgama was given to a Lieutenant. A special captain and four Vidanes were given Mahabedda – meaning the Department of Cinnamon. These Vidanes enjoyed the powers of the Korales, Mudliyars and Arachchis of the day.


These officers had the authority to exercise power over the mercenary units – which were under them. They were second only to the authority of the Sinhala Adikaram or a Government Agent.
