Horizon Campus, Malabe, a recognised Non-State sector Higher education Institution and a founder member of the Sri Lanka Association of Non State Higher education Institutions (SLANSHEI), now offers 6 degree programmes through the faculties of Sciences, Management, IT and Education, for students who wish to read for a degree programme in the Non State sector.

Students who have completed their GCE A/L’s in the years 2017/18 & 19’ are eligible to apply for this loan scheme and read for a degree at Horizon Campus. Following are some important details which are relevant to a student in making the decision to study at Horizon Campus through the IFSLS.

Q: What is the Interest Free Student Loan Scheme?

The Interest Free Student Loan scheme (IFSLS) was commenced in the year 2017 with the partnership of the Ministry of Higher education, the Bank of Ceylon and the Non State Higher Education Institutions, with the intention of providing financial support for students to read for a degree of their choice at a Non State Degree Awarding Institution.

Students who have completed their GCE A/L’s and are eligible to apply to a state University, but do not obtain admission into a State University can apply for the IFSLS. Annually approximately 300,000+ students sit the GCE A/Ls and around 160,000 qualify to seek admission into State Universities. However, only 35,000 actually get such admission. The purpose of the IFSLS is to provide an opportunity for the remaining students to read for a degree in the Non-state sector, with the support of an Interest Free Loan.

Q: How Does It Work?

The student can obtain the Interest Free Loan through the Bank Of Ceylon, to the value of Rs.1.1 million. This includes Rs.800,000 as course fees and Rs.300,000 as subsistence fees for a 4 year period of the degree. The Loan is provided for a period of 12 years for repayment. While the student is studying, he or she will NOT re-pay the loan back to the Bank. A further 1 year is also granted to the student to seek employment. The student will only start repaying the loan at the commencement of the 6th year, with a monthly installment of Rs.9000+ being paid over a 7 year period.

Q: What are the benefits that the student receives from the IFSLS

The benefits are many:

1.   The student is offered an Interest Free Loan of Rs.1.1 ML to read for a degree programme through the Bank of Ceylon

2.   The student is afforded a 12 year period to re-pay the loan with a grace period of 5 years

3.   The student will re-pay a monthly nominal fee of approximately Rs.9000+

4.   The opportunity of reading for a degree at a MoE recognised Degree Awarding Institution

5.   The minimisation of the financial pressure on the parents on funding the higher Education of their son/daughter
