Welikada Prison Complex relocation requires raising alternate funds

The Welikada Prison Complex relocation and construction project in a 200 acre land at Horana, Millewa (Millaniya) area is expected to be completed in 2024 with funding raised from alternate means as the Treasury will not allocate money owing to financial constraints, according to a paper by the Prime Minister’s office.

An additional sum of Rs.5 billion will have to be found for this purpose as the estimated value of the 40 acre land of Welikada Prison in Colombo earmarked for a mixed development project is not sufficient for the construction of the new complex in Millewa, provisional estimates showed.

The estimated land value of the Welikada prison site is Rs. 26.7 billion whereas the total project cost of the New Prison complex in Millewa is Rs. 31.7 billion compelling the authorities to raise Rs. 5 billion by alternate means.

This will be possible by raising the lease value of the Welikada prison site and calling for expressions of interest from prospective local and foreign investors for a proposed mixed development project on a 99-year lease basis, a senior official of the Prime Minister’s office said.

It will include luxury apartment complexes, shopping malls, luxury office spaces, high end commercial spaces, hotels and franchise dining facilities, indoor and outdoor entertainment facilities.

The Magazine prison, Welikada Remand, and Women’s prisons will be relocated to Millewa along with the Prison Hospital, Prison School, Rehabilitation Centre, Community Corrections Department and the Prison Intelligence Unit.

The Prison Headquarters will be shifted to Battaramulla and the official Housing Complex will move to Malabe.

The new prison complex will
increase Sri Lanka’s prison capacity to 100,000 prisoners.
