SLPP councillor alleges attack, challenges legality of KMC budget
A Kandy Municipal Council opposition member has been hospitalised after an alleged attack which he links to a dispute over the manner in which the council’s budget was passed last week.
Sri Lanka Podujana Peramuna member Dhammika Perera said the budget had no legality because it was passed without a vote after the council’s Opposition Leader and SLPP member Sena Dissanayake gave his consent for the budget, although there were other SLPP members who opposed it. The council is controlled by the United National Party.
Speaking to the Sunday Times from the Kandy General Hospital, he said neither the council’s secretary nor Mayor Kesera Senanayake who was presiding the meeting sought a vote on the budget for next year. The councillor said that in terms of the standing orders, for the budget to be declared passed, it should be put to vote.
However, Mr Perera said he was deprived of addressing the budget meeting, during which he was to expose the questionable transactions over the new shopping complex. He said both the mayor and the opposition leader were afraid that he would expose the scandal and that was why he was not allowed to speak.
