Higher Education State Minister Dr. Suren Raghavan has proposed that students who commit ragging in universities should be withheld from their degree and public jobs.

Speaking in Parliament on Thursday, Dr. Raghavan criticised the “uncivilised ” system of ragging, which can only be defeated by “civilization”, in response to the increase of ragging in the Peradeniya and Vavuniya universities recently.

Quoting Martin Luther King “The crime of our time is not the criminal but the silence of the good people,” Dr. Raghavan criticised the silence of professors and lecturers who take no measures against ragging in their universities.

“It is the tragedy of the country that those who shout demanding the opening of universities do not speak against ragging,” the Minister said.

The Minister said many parents of last year’s Advanced Level students, who just received their results are worried about the dangerous climate their children are about to step into in the universities.

“We need to convert our universities into areas of civilization, justice, intelligence and safety,” Dr. Raghavan added.

He continued to criticise the Peradeniya Police for disregarding the Prohibition of Ragging Act No.20 of 1988, and providing bail for the three students who committed ragging.

“Let us get together to make universities civilised and turn them from places producing bombs to places providing education, together, and see wrong as wrong,” the Minister requested.

Dr. Raghavan also proposed to discover students who commit ragging through the means of an exam, who would then be deprived of their degree and potential public jobs.

“New laws are not required, we just need to enforce the laws already present,” he added. -SJA
