unions want collective agreement before restructuring

The CEB Trade Unions would submit a set of counter proposals on
Tuesday to the five-member committee appointed by the ministry to
finalise the collective agreement for the restructuring of the Ceylon
Electricity Board. The counter proposals are in response to the
draft proposals put forward by the committee to the CEB unions.
The collective
agreement is to be finalised only on condition the Union proposals
are accepted. The Unions rejected the proposals of the committee
saying that they did not benefit the workers. However discussions
were held between the committee and the trade unions to resolve
the matter.
CEB Technical
Union President U.L.K. Senaratne told The Sunday Times that the
trade unions have reiterated their position that if committee rejects
the proposals submitted by them, the unions would not sign the collective
agreement.
'We have also
told the committee that meanwhile the CEB Board has to resolve the
existing problems faced by the employees. One of them being the
payment of arrears. With regard to the proposals these do not focus
on the welfare of the employees”, he said.
The Unions
in their submissions had also stated that international labour laws
must be incorporated into the draft proposals. They have requested
that EPF and Pensions funds be legalised and maintained as individual
funds.
Mr. Senaratne
said the agreement should be finalised by next week, as the restructuring
of the CEB must get under way by mid January. The restructuring
of the CEB would result in the merging of LECO and CEB to form six
Companies to handle the operations of the CEB.
The Board,
which has set up a Reforms Office, has commenced work and had laid
the groundwork for the merger. The restructuring which was initially
to commence on October 1 was put off for December 1, however with
the trade unions refusing to give their consent, the restructuring
programme is bound to be further delayed.
