President
holds consultations on LTTE’s ISGA proposals
Four-hour discussion with Indian lawyer
President Chandrika Kumaratunga held a four-hour consultation with
a leading Indian constitutional lawyer yesterday studying the LTTE's
proposals for an Interim Self-Governing Authority (ISGA) for the
north and east.
The
consultation with K. K. Venugopal, a senior advocate of the Supreme
Court of India and one of India's top-most constitutional lawyers,
was part of a series of such consultations the President has begun.
A
group of lawyers, MPs and academics participated in the consultation
that was arranged by the President's senior adviser on Foreign Affairs,
Lakshman Kadirgamar.
"A
number of issues and legal measures were explored with a view to
reconciling -- within the framework of the unity, territorial integrity
and sovereignty of Sri Lanka -- the proposals made by the LTTE with
available models of devolution," a spokesman said.
The
consultation also focused on the "constitutional architecture"
that would be required, on the basis of a national consensus to
meet the reasonable political aspirations of all communities and
concerned groups and ensure the protection of their legitimate rights,
he added.
The
consultation comes in the wake of reports that groups within the
PA are seeking to establish a dialogue with the LTTE amidst a suspension
of the peace process between the UNF government and the LTTE resulting
from the constitutional crisis in the country following the seizure
of three UNF-controlled ministries, including that of Defence, in
November last year by President Kumaratunga. |
