Parents frustrated over new admissions circular

The parents of children applying for Grade I admissions next year are continuing their protest against the Education Ministry circular which states that if the name of the child is not on the list displayed on the school notice board, the parents should initially submit objections prior to appearing before the appeal board.

Education Ministry sources said any appeal against an improper insertion would not be accepted if it was made without recording a preliminary objection in the first place. As a means of expressing their dissatisfaction, a number of parents whose children were not selected for the Grade I admission, staged a protest campaign recently opposite the Education Ministry in Battaramulla.

Expressing their views, they asked why they were only allowed to object to the selection of other children while not being given an opportunity to represent their grievances on behalf of their children. They asked whether it was ethically correct to oppose the selection of other children since it would lead to other conflicts as well.

"Is it right for one to remain silent when another's child is listed by allegedly forwarding false particulars and forbid a direct appeal without first lodging a complaint?", a top Education Ministry official asked.

Although, parents expressed their grievances and their dissatisfaction over this procedure, the Education Ministry officials nevertheless insisted that the two steps as set out in the Ministry circular would have to be adhered to.

The Sunday Times came across a case of a child whose name appeared on the list though allegedly a false address had been given while the child of a genuine householder was left out of the list.

According to the circular the procedure to be followed in an instance such as this was for the parent to first submit an objection against selection of the child whose address is known to be false or whether for other reasons.

However many parents feel they have no time nor is it their responsibility to peep into other peoples affairs. "How many of us are aware of others' forged or fraudulent documents?", a parent asked.

Meanwhile many parents feeling hopeless and at the end of their tether feel their children after all would not get school admission because of the new criteria set out in this circular, but the top official of the Education Ministry said parents of children who are not selected to any school, should take the matter up with the Zonal Education Director who would be able to obtain a school for the child.

According to the Ministry circular, the parents should forward objections to the principal under registered cover within the first two weeks from the date the admission list is first displayed.

The names of students already chosen for grade one have been announced and objections could be forwarded within 15 days of the announcement. Those not satisfied with the selection criteria have been asked to directly submit their grievances to the Education Ministry
