Why did the ICC ignore the recommendations made by David Richardson
14 months ago?
Justice
has finally prevailed,although it was delayed.The ICC has finally
recommended that the tolerance level for all bowlers to be increased
to 15 degrees,eventually giving the greenlight to Muttiah Muralitharan’s
doosra delivery,subject to the recommendation being approved by
the ICC executive board in February next year.
While
commending the ICC for finally making a sensible decision on this
controversial issue,it will be interesting to note that in August
2003 the ICC General manager David Richardson had made the exact
suggestion in writing at the ICC -Cricket Committee - management
meeting.
Titled
Illegal Bowling Actions -Review of Procedure -the ICC General manager
in a highly confidential four page report to the ICC Cricket Committe
has recommended that 'the levels of tolerance,pending the outcome
of the above research on spinners,as contained in the standard ICC
Analysis protocols be amended to 15 degrees for all bowlers'.(refer
copy of the report).
What
happened to this report and why its recommendations were not looked
into is a mystery. If only the ICC had gone by this recommendation
all the controversies that surrounded Muttiah Muralitharan and his
doosra delivery during the past few months and the debate on illegal
bowling actions could have been avoided.Today,what the ICC cricket
committee is recommending is exactly what was recommended by their
own General Manager David Richardson 14 months ago.What a shame!
