New
look Budget, says former IR Commissioner
Retired Inland Revenue Commissioner Chintha Munasinghe said the
Budget has broken with tradition by including benefits to the rural
sector and small industries.
It
has concentrated on the government sector, encouraging the government
servants. It calls on the people to work towards nation-building
and not just pay lip service, she said. On the public sector salaries,
she said the increase was insufficient considering the rising COL.
'The
Budget gives with one hand and takes away with the other, so no
one can be happy about it. The workers did not get the 70% increase
they agitated for. Even pensioners have been neglected, what can
you do with a maximum of Rs 1500.00?' she asked.
Commenting
on moves to get people to open income tax files she said it was
a good move and added that though the inland revenue act was good
its implementation was difficult. Ms. Munasinghe said people must
be civic minded and more qualified and intelligent cadres were necessary
to tackle this situation. The use of modern technology was also
necessary, she said. |
