President
hangs the death penalty
President Chandrika Kumaratunga has made clear the death sentence
will not be enforced in Sri Lanka.
Responding
to a query after an address to officers in the Security Forces and
Police last Tuesday, she said a signed warrant was necessary from
the President to execute a person who is convicted to die. She said
she could not place her signature to someone’s death.
Can’t
you get your Deputy Minister to sign such a warrant, asked a Police
Officer who posed the question. Kumaratunga replied that it was
a responsibility cast on the President and could not be delegated
to others. Moreover, she said human rights groups were also protesting
against it.
