CFA in danger through Govt. inaction: Bala
LTTE theoretician Anton Balasingham has said that the danger to the Ceasefire Agreement had arisen as the government was not fulfilling its obligations.He rejected the invitation extended by President Chandrika Kumaratunga through the international community for the LTTE to participate in high level talks to restructure the agreement.

In an interview with the Sudar Oli newspaper Mr. Balasingham said if only the clauses of the CFA are properly administered it would be possible to strengthen and stabilise the CFA. “There is no meaning in talking about restructuring the agreement which has been agreed upon by both parties”, he said.

“Signing pacts and agreements on the problems of the Tamils and failing to implement them later has been a bad tactic of the rulers throughout the years. The same thing has happened to the CFA now”, he said.

He said although three and a half years have elapsed since signing of the agreement, the government has still not properly implemented its provisions and it is because of this that a situation has arisen for the abrogation of the agreement and eruption of war.

“It is because of this the international community has intervened in Sri Lankan affairs and insisted that the government should properly implement the regulations. The statement released by the co-chairs recently also reflects the same position”, he said.

.“It is in this environment that President Kumaratunga has met representatives of the co-chairs on Monday and falsely slandered and alleged the LTTE was violating the clauses of the CFA. She has also invited the LTTE to turn up for talks with a view to restructure the agreement. Our organisation will never accept it”, he said.

Mr. Balasingham said the government had failed to disarm the auxiliary Tamil force and failed to keep to the assurance of security and free movement of LTTE cadres in their political activities in government-controlled areas.

“If the Sri Lankan government and its forces would properly fulfil important obligations, the CFA will be strong and would last long. The situation for war will also be averted. The entire responsibility for it rests on the steps taken by the government”, he said.
