Secretary in qualification wrangle

The Railways Minister complained to the High Posts Committee of
Parliament that the Transport Ministry Secretary did not have a
doctorate from the USA as claimed by him. Refuting Minister Felix
Perera’s allegation Ministry Secretary Dr. D.S. Jayaweera
claimed that his certificates were in order and that his name was
approved by the Parliamentary Committee prior to his appointment
to the post.

Jayaweera said he obtained his PhD on Transport Planning from MIT
in 1999 and his thesis had been quoted by the Oxford University
and the World Bank. He said he submitted the relevant certificate
on his doctorate as well as other certificates, including two Masters’
Degrees, to the Committee for scrutiny before his name was cleared
for appointment as Ministry Secretary. Meanwhile, Minister Perera
said he would complain against several others too.
