plan to trap double voters

A secret security arrangement has been made to prevent people from
voting twice at Thursday’s presidential election, officials
of the Elections Department said yesterday.
They said the arrangement involved use of different colour ink for
different areas but they would not give details for security reasons.
They said tight security arrangements would be maintained in and
around every polling booth with two armed police officers on guard
and mobile patrols around the area with arrangements to call in
the Army if necessary.
The officials said if there was evidence of widespread rigging or
intimidation in any polling booth, the entire vote there would be
declared void and a repoll held on Saturday.
Extra security arrangements for polling in the North-East were finalized
when Elections Commissioner Dayananada Dissanayake met representatives
of the candidates on Tuesday.
He said one of the special security measures would be the deployment
of polls officers from outside the provinces.
