Vasudeva
picked to monitor Mahinda’s vision

A Monitoring Commission is to be set up to review the implementation
of the Mahinda Chinthana and President Mahinda Rajapakse is to appoint
former Parliamentarian Vasudeva Nanayakkara as its chairman.
The
Monitoring Commission which is to be appointed in the course of
this week, will consist of an administrative and a political arm
and would have 24 members, The Sunday Times learns.
When
contacted by The Sunday Times Mr. Nanayakkara said three members
including himself will be appointed initially to set up the framework
by setting out the mandate, structure and functions of the Commission.
Ministry
of Planning Secretary Ajith Nivard Cabraal told The Sunday Times
the Commission would have concurrent powers of the Ministry of Planning
where it would be free from the routine Ministry protocol and would
function better in monitoring the implementation of projects.
The
Commission will function under the Finance and Planning Ministry
and will be empowered to evaluate the action plans of each ministry
and monitor such implementation which will be entrusted to the relevant
line ministry.
The
Commission will ensure that annual targets set out in the action
plans are met and would review their progress annually and recommend
remedial measurers to be taken if necessary.
All
ministries are required to submit their annual progress reports
to the Commission setting out their targets, annual progress and
reasons in the event of discrepancies between the anticipated targets
and the progress. The Commission is also to release a progress report
pertaining to election promises.
