Back to ward-based polls

The Provincial Councils and Local Government Ministry is planning to implement the old ward-based election system combined with the proportional representation system at the local government elections scheduled to be held this year.

Provincial Councils and Local Government Minister Janaka Bandara Tennekoon told The Sunday Times that he is having discussions at ministerial level as to how to implement the new system.

He said a final decision on how to combine both systems has not been made so far. He said there are legal restrictions in introducing the system and some time is needed for it.

He added that the ward-based system at local level secures greater responsiveness and accountability than party list systems. An amendment to the Local Authorities Election Ordinance has to be made to introduce the new system.
