CEB to go to the people with energy conservation mechanisms

The Ceylon Electricity Board (CEB) issued a circular this week to implement energy conservation among electricity consumers owing to dwindling reserves in hydro reservoirs, limitations in supplying fuel to thermal power stations and increasing demand.

Among measures to be taken is to increase solar penetration with a mechanism to be introduced in due course to reward areas with the highest percentage of renewable energy penetration from February 22 onwards. This is a major reversal from the CEB’s earlier focus which was heavily fossil fuel-based.

The Chairman of the CEB’s Distribution Coordination Committee has issued a separate circular on the same day to formulate a separate mechanism to expedite and streamline requests for and commissioning of rooftop solar.

If the rooftop solar applicant is already a retail customer and if there are no technical barriers to connect the capacity, “the clearances shall be issued within 2 weeks from the receipt of the application”. Various other deadlines—none of them exceeding four weeks—have been given.

Electricity conservation “has become imperative at present”, says the earlier circular by the CEB General Manager (GM) to all heads of divisions, branches and units of distribution divisions.

Meanwhile, CEB area engineers are instructed to prepare a list of bulk supply consumers who have generators and to send letters inviting them to engage in self-generation. LED lamps procured by CEB for the purpose of distribution among domestic consumers whose consumption is below 60 kWh/month will now be offered to all domestic customers who visit E-Cities, irrespective of their usage statistics.

Electricity-saving tips are to be printed on the opposite side of electricity bills in all three languages. Till then, separate leaflets are to be distributed through consumer coordinators. CEB vehicles attending to breakdowns and maintenance will make announcements to increase public awareness.

Local authorities are to be requested in writing to switch off street lights on time and to avoid switching them on at all wherever possible. Public notices will be affixed on distribution poles. Transformers which have no power consumption will be disconnected from the system.
