Administrative matters in govt. offices to go online

All government internal bureaucratic exchanges, including submitting leave applications and seeking approval for future and completed programmes, will be carried out through an online Office Management System. This will be done to minimise public expenditure.

On Tuesday, Public Administration, Home Affairs, Provincial Councils and Local Government Ministry Secretary M.M.P.K. Mayadunne issued a circular instructing all district secretaries, divisional secretaries and heads of local government institutions to implement the SYSCGAA online Office Management System immediately.

The decision for island wide implementation of the online system was taken after the successful implementation of the pilot project within the Ministry’s Home Affairs Division and selected district secretariats. The project had also been certified as a secure project by the Sri Lanka Computer Emergency Readiness Team (SLCERT).

Heads of district secretariats and divisional secretaries had also been instructed to minimise public expenditure by taking other actions to reduce unnecessary printing costs, when processing similar requests and tasks.

“Printing only essential monthly and annual summaries for leave or absence from work and keeping them in the relevant files is enough,” Mr. Mayadunne said.

Since separate user accounts had been created and made available for auditors to access facilities at divisional, district and national levels and audit this SYSCGAA database, audit activities of internal bureaucratic modules would be performed using an online methodology, the circular added.

Mr. Mayadunne also pointed out that action would be taken to identify officers who use the database to the maximum level through the database itself and to prioritise institutions that provide more efficient services, in future.
