Indonesian firm likely to get coal tender
The Ministry of Power and Energy’s Technical Evaluation Committee (TEC) having evaluated four supplier proposals, is likely to award the 720,000 metric tonnes (MT) controversial coal tender to Indonesian firm, Concept Global / PT Mitra Jaya, Ministry officials said.
This tender is for powering Lakvijaya Power Plant, Puttalam, from January 2023 to the end of April 2023.
The TEC has decided to seek further clarifications from Concept Global / PT Mitra Jaya who had submitted the lowest price of US$240 per MT at a fixed rate under 180 days Usance LC terms instead of payment by non-resident rupee account, or Escrow.
According to Ministry officials, this company is among three other companies that offered bids, namely, Combasst Industries Development Ltd, Hans Australia Pty Ltd and Coral Energy DMCC.
This coal deal has been mired in controversy, especially after the Auditor General in October, confirmed Lanka Coal Company (LCC) not adhering to the tender process and, the Cabinet resorting to awarding four more shipments without a tender to the controversial Suek AG subsidiary, Black Sand LLC.
At the time, the Auditor General confirmed that LCC technical evaluation committee and SSCAPC (Special Standing Cabinet Appointed Procurement Committee) failed in following the approved procurement process of the government, in awarding the controversial coal tender to Black Sand Commodities LLC.
