Scorecard for ministry and state ministry secretaries

The President’s Office is to introduce a ‘scorecard’ system for ministry and state ministry secretaries from next month with the objective of reviewing the progress of their performance and making changes on a quarterly basis.

Under the review programme, the secretaries’ performance would be monitored based on the implementation of programmes, and coordination with ministries and state institutions among other criteria, a senior official of the President’s office said.

Achieving progress of the tasks entrusted to them for the benefit of the public would be another area which would be closely monitored, he said. The areas where secretaries had failed to perform would also be taken into consideration in evaluating their performance and allocating points before taking any decision regarding transfers.

He said the capacity of coordinating with the respective minister and other ministries would be another area to be considered in the evaluation process together with issues of conflict with other officials.

Under the programme, those receiving high marks above 65 would be retained in the same ministry while those receiving between 50 and 65 would be considered for transfer.

However, action would be taken against those who receive below 50 marks, the official said. They could also lose the position of Ministry Secretary and those on a contract basis could have their contract ended.

The point system will be taken into consideration when selecting officials to serve as Secretaries to Ministries as well.

A quarterly report would be sent to President Ranil Wickremesinghe for follow-up action on the officials.

As a prelude to introducing the system, the President’s office has already started monitoring the performance of ministry and state ministry secretaries.

“The objective of the programme is to ensure that a better and more efficient service is provided to the people,” the official said.
