Education and training in public policy offered at BALPP

The Bandaranaike Academy on Leadership and Public Policy (BALPP) is a new academic institution formed within the Bandaranaike National Memorial Foundation Act (Law No 2 of 1975 Parliamentary Act).

This will be the first institute in Sri Lanka where education and training in public policy, coupled with strategic leadership, are the main focus.

The postgraduate diploma courses would prepare a new generation of leaders to be equipped in public policy, strategic studies and ethical governance. The courses would target early/mid-career professionals, academics, younger politicians and graduates, or those with equivalent qualifications and experience.

The course is in English and is part-time, using on-site (in-person) as well as online learning methods. The educators will be using modern pedagogical techniques, which would promote critical thinking, rigorous analysis, problem-solving skills, and outcome-based learning through a student-centered approach.

All students will complete a research project as part of the course, in addition to experiential learning on policy-making. The classes will be held at the BMICH-BCIS premises in Colombo 7, where state-of-the-art learning will be facilitated by a team of academics.

The Expert Resource Panel and Course Directors are highly qualified and experienced, and comprise local as well as international academics and scholars. The Strategic Advisory Panel of the Academy consists of international policy experts and practitioners of high repute.

The institute is led by Dr Tara de Mel, former Secretary Education Ministry and Vice Chairperson National Education Commission.

At a special Fellowship arranged at the BCIS within the BMICH on July 12, the academic panel will be meeting with heads of institutions and corporates, for a briefing and Q&A.
