Minister seeks cabinet approval for appointments to Power Sector Reforms Secretariat

Power and Energy Minister Kanchana Wijesekara has sought Cabinet approval to appoint senior officials to the Power Sector Reforms Secretariat (PSRS) to implement institutional reforms.

According to a Cabinet paper, the PSRS will be assigned responsibilities for the implementation and monitoring of the reform process and the coordination of professional works assigned to the consultants mobilised by the development agencies under the guidance of the Ministry.

The remuneration of these officials will be paid by international development agencies without any financial burden to the Government, states the Cabinet paper submitted by Minister Wijesekara.

Agencies that will assist in the establishment of the PSRS include the Asian Development Bank (ADB), the Japan International Cooperation Agency (JICA), the World Bank (WB), and the United States Agency for International Development (USAID).

Accordingly, the minister has sought Cabinet approval to authorise the Ministry Secretary to initiate action to issue a letter of appointment to Dr. Pradeep Perera as the head of PSRS.

An electrical engineer by profession, Dr. Perera was a former Energy Specialist at the ADB and has already been appointed by JICA as its consultant to assist the PSRS.

The minister has also sought Cabinet approval to authorise the Ministry Secretary to assign identified officials of the Ministry and the Ceylon Electricity Board to the PSRS for specific tasks, in addition to the duties assigned to them, and to assign experts and consultants recruited by development agencies to perform the specific tasks under the reform process as may be recommended by the head of the PSRS in consultation with the Ministry.
