A National Strategic Plan (NSP) prepared by the University of Sri Jayewardenepura (USJ) to modernise the public university system was presented to the Committee on Public Enterprises (COPE) this week.

The Education Ministry Secretary was instructed to appoint a task force within two weeks and provide a report on the plan.

USJ was called before COPE which met on Tuesday under the Chairmanship of Prof Ranjith Bandara.

According to a recommendation given by COPE at the meeting held on March 24, the NSP prepared by USJ to modernise the entire public university system had to be presented to the Committee.

The Committee Chair stated that the responsibility of preparing an NSP to modernise the State university system was handed over to USJ because it had a prestigious name for management.

The Committee Chair expressed his thanks to the Education Ministry, the USJ Vice Chancellor, the University Grants Commission (UGC) and the team led by Senior Professor Disa Bandara.

Prof Disa Bandara pointed out that since each university has its own unique circumstances, it is possible to work according to this draft.

The COPE Chair stressed that small groups of students should not be allowed to bring down the entire system, adding that the UGC also has a responsibility to maintain the quality of universities.

Additionally, Prof Bandara pointed out that about 50% of local universities should become research universities.

The UGC Chairman pointed out that although there should be 12,992 university professors, currently, only 6,548 professors are employed. He pointed out that the same situation can be seen in the non-academic staff, and it should be resolved. At least 1,000
professors should be recruited he added.
