Mini reshuffle of ministers soon
View(s):- Transfer of ministry secretaries also to address issues such as inefficiency and disputes
By Damith Wickremasekara
The reshuffle will see some of the ministers and state ministers having disputes between them being changed and some of the ministers who have failed to achieve their targets and improve efficiency being shifted.
The Sunday Times learns that ministries to be assigned during the reshuffle have been selected after evaluating the performance of the ministers and their ministries. The President also has taken into consideration some of the representation made by state ministers who have expressed displeasure over the failure to assign specific duties to them.
On Monday, the state ministers met Prime Minister Dinesh Gunawardena and voiced their concerns. Among the issues raised were the non-appointment of a secretary to the State Ministry, some of the ministry secretaries continuing beyond their retirement age without an evaluation process resulting in inefficiency and some state ministry officials idling while enjoying perks.
Among the requests made were that secretaries to state ministries should be appointed, duties and functions assigned, personal staff of state ministers restored and a budget allocated for state ministries.
They also demanded that they should be empowered to work with provincial governors on rural development projects.
The ministry secretaries are to be transferred based on the evaluation of their performance. A scorecard system was introduced earlier by the President’s office to monitor their performance.
The President would take into consideration instances where secretaries failed to coordinate with other ministries and failed in their performances, sources said.
