The 9th General Deshamanya Denis Perera oration took place at the Kotalawala Defence University auditorium on September 15 with Navy Commander Vice Admiral Priyantha Perera speaking on the topic of “Grey Zone Maritime Conflicts”.

Grey Zone Maritime Conflict refers to the use of non-military means to achieve political objectives below the threshold of armed conflict where state and non-state actors use a combination of power, military, economic, political, and informational means to achieve their objectives without engaging in open, large-scale combat.

A former Army commander, visionary, diplomat and corporate leader who left an indelible signature on the development of the Sri Lanka Army in particular and the armed forces in general, General Denis Perera played a pivotal role in establishing the Sir John Kotelawala Defence Academy (KDA) after receiving the Kandawala Estate from Sir John Kotelawala to establish a defence University. This year’s speaker Vice Admiral Priyantha Perera, coincidentally, is the first graduate from the KDU to command one of the country’s tri services.

The oration is an annual event conducted by the Association of Retired Flag Rank Officers (ARFRO) formed by General Perera in 1996. ARFRO conducts seminars, workshops and study tours along with many activities for its members as well as serving officers. A member of the Organisation of Professional Association (OPA) ARFRO also assists ex-servicemen and women and their dependents through the Ranaviru Family Counselling and Support Service (RFCSS).

The event was attended by the late General’s wife Ranjini Perera, two of their sons Khavan and Dinesh, Commander of the Air Force Air Marshal Udeni Rajapaksa, Vice Chancellor of KDU, former commanders of the three services, past Presidents of ARFRO, family and friends, members of ARFRO, serving officers and members of the diplomatic corps.

The event was also attended by former service chiefs –  General Jagath Jayasuriya, General Daya Ratnayake, Admiral Daya Sandagiri, Admiral Thisara Samarasinghe, and Admiral Ravindra Wijayagunaratne.
