CEB employees voice concerns about new bill
View(s):Engineers and employees have voiced their concerns on the drafts of the proposed bill, while calling the ministry to officially release the proposed bill. Engineers have sought a meeting with Power and Energy Minister Kanchana Wijesekera and President Ranil Wickremesinghe to discuss the issue.
One of the concerns they have is that the proposed National Electricity Advisory Council (NEAC) will not be independent, with control given to the Minister to influence key activities of the entities. The Minister will be able to appoint and remove members by informing the Cabinet and also will be able to give directions to the NEAC, they say.
CEB employees claim that the proposed bill will allow the NEAC to intervene in pricing and tariffs, instead of market forces and competition determining electricity procurement and sale rates.
Existing power purchase agreements (PPAs) are only valid for nine months, allowing generating plants to enter into new PPAs, according to the proposed bill, they point out.
