Circular issued curtailing government expenses

With national elections due to be held this year, all ministry secretaries, department and other State-run organisation heads have been cautioned to follow government guidelines on expenses, and refrain from engaging in additional expenses.

A senior Treasury official said a fresh circular was issued in view of the upcoming elections where officials would come under pressure to engage in additional expenses in view of the elections.

The circular has incorporated previous directives and guidelines issued by the Treasury on control of State expenses as well.

The Treasury has directed that funds allocated for capital expenses should not be made use for distribution of various items and equipment, or provide financial assistance and loans for selected persons.

Only programmes arranged with ministry approval could continue.

The circular also specifies travel expenses, services expenses, maintenance of vehicles, local training, foreign travel, building construction, building rent, implementation of projects and advance payments.
