Rapid project to uplift rural economy and eradicate poverty in ten districts

The government has launched an ambitious rapid rural development scheme with Rs 10 billion allocated for the first phase, covering Central and Sabragamuwa provinces, to uplift the rural economy and eradicate poverty in the ten districts of the hill country region for the next ten years, the President’s Office said.

The programme named “Kandukara Dashakaya 2024–2033″ is a Special Integrated Rural Development scheme to improve the living standards of the people of those areas through the development of socio-economic infrastructure facilities and livelihood support based on the “Multidimensional Poverty Index (MPI), which is executed as a new approach to eradicate poverty across the world,” according to a circular issued by the Presidential Secretariat.

The new programme will be implemented by the Presidential Secretariat through Divisional Secretariat (DS) Divisions of ten districts: Kalutara, Kandy, Matale, Nuwara Eliya, Galle, Matara, Kurunegala, Badulla, Ratnapura and Kegalle, in keeping with the budget allocation of Rs 100 million for a division.

The two provinces were selected on a priority basis since several regions in those

areas frequently encounter natural disasters such as heavy rainfall, floods, and earth slips.

The circular said that since the programme was implemented under the MPI scheme, projects in the local council areas cannot be implemented utilising the funds allocated.

Projects concerning livelihood, food security, market development, infrastructure development, and tourism promotion would be recommended by Rural Committees, consisting of grassroots-level community leaders, clergy, and relevant government officials, the Presidential Secretariat said.

All proposed development programmes should be forwarded to the respective district secretaries with the approval of each divisional coordination committee before February 29 and should be implemented before July 31, the circular said.
