Sri Lanka which is currently negotiating a technology cooperation agreement with India on lab testing, should also be looking at singular trade agreements for sectors like the minerals, experts say. Currently, the International Trade Office is negotiating with India on a memorandum of understanding on technology cooperation for sectors like lab testing.

K. J. Weerasinghe, Chief negotiator, Office for International Trade said that there is a myriad of issues in Sri Lankan exports to India and this MoU is part of an effort to iron out these issues. “Five years ago, the Indian food and safety authorities visited Sri Lanka and audited our labs. A few of them got authorised by the Indian parties. We are trying to get more of these authorised,” he said.

The negotiating team is also trying to get Sri Lankan standards in the food sector to be recognised by the Indian counterparts. These negotiations are done as a part of the Industry Lanka Free Trade Agreement, officials said.

Dr. Asanka Wijesinghe, Research Fellow, Institute of Policy Studies said that Sri Lanka should look at singular trade agreements such as the US and Japan on minerals and have critical general agreements in such sectors. Last March, the US-Japan Critical Minerals Agreement was signed by the two countries allowing minerals from Japan to meet sourcing requirements for US Electrical Vehicle tax Credits.
