Campaign to clear traffic light areas of beggars sees results, says CMC official

The campaign by Traffic Police and the Colombo Municipal Council to clear busy intersections of beggars seen near traffic lights has seen a drop in their numbers.
CMC’s Traffic Design and Road Safety Deputy Director, Manjula Kularathna, said the campaign was aimed at warning the public not to entertain begging near traffic lights. “Most drivers are unaware that taking their hands off the steering wheel is a punishable offence,” he said.
Mr. Kularathna said a system to fine drivers who encourage beggars near traffic lights will be implemented soon. “We all have a cultural background of giving to the poor. We are not discouraging the public from lending a hand to beggars in public places. The campaign only applies when begging near traffic lights. Do help them in other public areas,” he said.
“While there are those who beg for genuine reasons, there are organised groups who engage in the act as a business racket,” Mr. Kularathna said.
The Automobile Association of Ceylon is facilitating the campaign that was launched after many people, including foreigners, complained of harassment by beggars at traffic lights.
“We discussed the matter in November 2023, and we started the campaign by doing awareness programmes from Colombo one to 15,” said Prasanna De Zoysa from the Automobile Association.
