COPE raises issue of irregularities

A large number of administrative shortcomings and irregularities concerning the Sabaragamuwa University came to light when the university was recently discussed by Parliament’s Committee on Public Enterprises (COPE).

COPE noted that while nearly Rs1.5 million had been spent in 2007 as initial expenses for the construction of an administration building for the university, construction work had not yet commenced. Officials present said that the report on the matter compiled by the previous Education Ministry Secretary had been signed by the new Secretary a few days ago and sent to the Auditor General.

COPE however, expressed displeasure that it had earlier recommended the report to be completed within a month, and had again given until February 9, to submit it, but that it had taken the Ministry almost six more months to submit it.

The Committee instructed the Education Ministry to conduct an inquiry under the Ministry Secretary into the incident where more than Rs72 million had been paid as an advance payment for the construction of the university’s new library building for a contract of more than Rs315 million, despite the contractors failing to carry out any construction work.

Attention was also directed to alleged irregularities in the purchase of books for the university. COPE directed the Education Ministry Secretary to submit a comprehensive report on all the administrative shortcomings and irregularities at the university that the Committee had identified.
