A draft constitution prepared by the Judge Chitrasiri Committee for Sri Lanka Cricket (SLC) was handed over to President Ranil Wickremesinghe at the Presidential Secretariat by retired Supreme Court Judge K.T. Chitrasiri, along with other committee members yesterday.

To tackle the challenges confronting SLC and offer suitable recommendations, a Cabinet Sub-Committee was established on November 6, 2023. This sub-committee, led by Minister of Foreign Affairs and President’s Counsel Ali Sabry, included Minister of Power and Energy Kanchana Wijesekara, Minister of Labour and Foreign Employment Manusha Nanayakkara, and Minister of Public Security Tiran Alles. Following extensive consultations with stakeholders in cricket, the sub-committee submitted its findings to the Cabinet on January 8, 2024.

The recommendations covers critical areas such as the composition and framework of the SLC, administrative reforms, training programmes, and the holistic welfare of players across different levels including national teams, women’s teams, Under-19, and Under-17 groups. The emphasis was on fostering good governance, transparency, professionalism, and accountability within SLC.

Furthermore, suggestions were put forth to revamp the nutritional framework of cricket at school, district, provincial, and community levels, focusing on merit, equality, and fairness. Following the recommendations outlined in the sub-committee’s report, the Cabinet appointed an expert committee to draft a new constitution.

Chaired by retired Supreme Court Judge K.T. Chitrasiri, the committee includes President’s Counsel Harsha Amarasekara, Attorney-at-Law Dr. Aritha Wickramanayake, and Chairman of the Sri Lanka Chamber of Commerce Duminda Hulangamuwa. Deputy Solicitor General Manohara Jayasinghe from the Legislative Department and Shamila Krishanthi, Assistant Draftsman representing the Legal Draftsman’s Department and nominated by the Minister of Justice, are also part of the committee. Loshini Peiris, Additional Secretary to the President served as the Secretary/Convener of the committee.
