NHDA housing project in Ampara abandoned

A National Housing Development Authority (NHDA)  in the Hingurana Divisional Secretariat area in the Ampara District launched in 2018 has been abandoned despite millions spent on the scheme.

The project known as Ilukpitiya I and and Ilukpitiya II were to have a total 62 houses, but so far only 12 houses have been completed.

Ilukpitiya I was due to have 31 houses with 15 perches land for the recipients while a similar number of houses were due to come up in Ilukpitiya II scheme with 12 perches for each of the houses.

Many of the recipients of the land claim they were forced to abandon construction as the NHDA failed to provide the loans and due to harassment by senior officials of the Authority.

The NHDA was due to provide a loan of Rs500,000 each in three stages, but the majority of the beneficiaries were provided only the first installment of Rs100,000 while a few received Rs250,000. However, the third installment was not provided even to those who completed their houses.

Some of the recipients had obtained the NHDA loan and other bank loans which they are currently paying.

However, some of the recipients of land are reported to have sold them.

They claim that the presence of elephants in the area was an issue.

Assistant Director of the NHDA Ampara office A P Irangani said the recipients have been requested to commence construction of the houses and depending on the requests the loans can be released.

However, guarantors need to be presented.

Ms Irangani said that only five persons who obtained loans were repaying the loans and loans will be provided only to those who could provide evidence that the loans could be repaid.

She said that those who applied for loans in other schemes in Ampara have been provided with the loans, after following proper procedures.
