Colombo Port reeks of corruption by Customs

Sri Lanka’s shipping industry wants the private sector to join hands in fighting corruption as they face continuous losses due to the actions of the Customs.

These concerns were raised at the recent Sri Lanka Shippers’ Council AGM held in Colombo where Sean Van Dort was reinstated as the new Chairman for 2024/25. Customs was identified time and again in his speech as the alleged root cause of corruption at the Colombo Port.

Mr. Van Dort asserted that no government in this country has held the Customs accountable for their actions that has led to losses.

“We must take a decision to not pay bribes in future,” Mr. Van Dort explained and in this respect the industry needs to get together and be a force in the government this year every time they are faced with issues.

The go-slow campaign by the Customs recently led to losses for the importers as their goods got held up at the port for which they are compelled to pay demurrages due to the fact that cargo are held up. However, the salaries of those engaged in the go-slow campaign are not deducted, he said.

He pointed out that digitalisation is the key especially to overcome corrupt practices like accepting cigarettes and alcohol by Customs officers at the port whenever a new vessel calls over.

“We are suffering with Customs,” the Chairman said adding that about Rs.6,000 must be in hand to get work done.

Mr. Van Dort proposed that they need to push government whenever there is industrial action by the Customs.

Moreover, he pointed out that a robust refund mechanism is required adding that they are struggling in respect of the logistics at the port like the filthy state of the warehouses.

“We have to come out of this,” he said noting that it was not just the government sector but the private sector too needs to take the blame for this current state.

The shippers hope the election will elect the right persons as the biggest fear is that they are not listening to the exporters.
