Fresh guidelines issued for state sector parallel post absorption

The Public Service Commission (PSC) has issued fresh guidelines on the absorption of provincial administrative service officers into parallel posts in the national service.

The new circular containing the guidelines replaces previous circulars issued on January 30, 2020 and February 27, 2024.

According to the guidelines, those serving in provincial public services such as teaching, nursing, supplementary medicine service, and paramedical service can be absorbed into parallel posts in the national service by the relevant appointing authority holding delegated power of the PSC upon request made by each officer. But such absorption is subjected to the fulfilment of eight conditions.

According to the new guidelines, the officer should have been recruited into the provincial service after being selected on the basis of the Z score at the G.C.E. Advanced Level examination or, in the case of the graduate, based on the result of a country-wide open competitive examination to the line ministry.

The new circular says the officer seeking a transfer should have received introductory training under the relevant ministry to complete the required qualifications for recruitment to the current post of the provincial service.

The officer in service should also have the same provisions in the corresponding service when recruited for national service.

The appointment of the provincial public service should be confirmed, while the officer requesting the transfer should be cleared of disciplinary and legal action.

The guidelines state that the respective appointing authority of the provincial public service has the power to release the officer permanently from provincial public services, while terms and conditions of the release of officers should be determined by respective provincial authorities.

The officer should submit an affidavit to the relevant appointing authority of the national service accepting the national service post, under the terms and conditions of the circular, expressing the willingness to serve in any part of the country.

According to the circular, the officer would be absorbed into the corresponding post of the national service with effect from the date he was appointed in provincial public service and would not be eligible to apply for cadre-restricted promotion till completion of service for three years.

The transfers are also subjected to mutual agreement between the relevant authorities in the national and provincial public service.
