US supports Sri Lanka to implement Single Window System for trade

Sri Lanka’s Trade National Single Window System (TNSWS) is now poised to proceed following delays in its establishment, initially planned for December 2022 due to economic constraints, Finance Ministry sources divulged.

The United States supports the implementation of Trade National Single Window System (TNSWS) through USAID.

This initiative of the finance ministry aims to modernise the country’s trade facilitation infrastructure, streamlining the collection of trade-related information.

It will enable traders to electronically submit and receive certificates, permits, licenses, and approvals, eliminating the need for physical visits to multiple government offices

Treasury Secretary Mahinda Siriwardana noted that establishing a trade national single window system is crucial as Sri Lanka recovers from an unprecedented economic crisis.

It promotes good governance principles such as transparency and accountability by centralising document submission to a single entity. Eighteen regulatory agencies are set to integrate into this system, facilitated by Sri Lanka Customs as the lead agency.

A workshop organised by the ministry’s Department of Trade and Investment Policy in collaboration with USAID was held recently with the participation of 94 key stakeholders to create awareness and collaboration in TNSWS implementation.

Gabriel Grau, USAID Mission Director for Sri Lanka and Maldives, emphasised the US’s commitment to improving export efficiency and easing business challenges through initiatives like TNSWS.

Aligned with Sri Lanka’s commitments under the World Trade Organization Trade Facilitation Agreement, TNSWS received cabinet approval in 2022.

This centralised approach promises to expedite import, export, and transshipment processes, crucial for enhancing competitiveness.

The Single Window concept consolidates trade-related regulatory requirements into a unified electronic platform.
