Identity numbers essential for accessing public service

To enhance the efficiency and quality of the public sector, state institutions have been informed of the mandatory inclusion of any of the three key identification numbers—the National Identity Card number, the passport number, or the company registration number—when people access state services.

The directive has been given through a circular issued by Finance Ministry Secretary Mahinda Siriwardena to ministry secretaries, chief secretaries to provincial councils, heads of state corporations, state banks, state universities, state higher education institutions, and chairpersons of state-owned enterprises. The circular stressed that it had been made compulsory to include any of the three numbers in government information technology systems when citizens access services.

The decision to set up number-based database systems follows Cabinet approval granted on August 5 for a memorandum submitted by President Ranil Wickremesinghe in his capacity as Minister of Finance.

Accordingly, public sector institutions, including SoEs, corporations, and statutory boards, are instructed to “develop existing information systems or design and develop the proposed information systems to ensure compliance with the mandatory inclusion of information for the identification of individuals and institutions.

In terms of the circular, it is compulsory to enter NIC to recognise the identity of individuals who have Sri Lankan citizenship or dual citizenship but reside in or outside of the country, while for foreign nationals, a passport number is mandatory.

It is also mandatory to enter Company/Business Registration Numbers along with NIC numbers of individuals and owners and the Board of Directors of those entities.

The circular also stressed that heads of institutions should take action to comply with the provisions of the Personal Data Protection Act No. 09 of 2022 and the instructions provided by the Ministry of Technology when entering data into the IT systems and maintaining it and ensuring data standardisation.
