Of the 22 divisional secretariat divisions in this district, threats from wild elephants exist in 21 and special measures have been adopted to avoid an untoward incident, Anuradhapura District Secretary G.R. Wimalasooriya told the Sunday Times.

“We want to make sure that the 636 polling centres and 95 counting centres function efficiently,” he said. While 35 counting centres will count postal votes, others will count ballots cast on polls day, he added.

Anuradhapura is Sri Lanka’s largest district, accounting for nearly 11% of the country’s total land area. Padaviya is the furthest Divisional Secretariat Division in the district, about 100 km from Anuradhapura town. It is here the furthest polling centre is located, some 25–30 km from the Divisional Secretariat. Special arrangements have been made to ensure that ballot boxes from distant polling centres can be transported to Anuradhapura for counting speedily.

The measures include allocating one vehicle for one polling centre, Mr. Wimalasooriya said. Experienced officers who have been identified for their ability will be deployed to these distant polling centres to ensure that everything runs smoothly. A total of 10,287 officers will be directly involved in election duties.

No incidents of election violence have been reported. Most complaints relate to election law violations, with the vast majority involving the display of illegal propaganda material such as posters and cutouts and going on canvassing in large groups, Mr. Wimalasooriya said.

Two police officers will be deployed for security at each polling centre on Election Day. Special security will also be provided for the district secretariat and the counting centres. The special security plan for Election Day and the post-election period will be reviewed closer to the polling date, the District Secretary said. Meanwhile, a special traffic plan will also be implemented on the evening of September 21, with some roads being closed to make it easier to transport the sealed ballot boxed quickly to counting centres.
